These Paper pens are made of papers. They are not real pen but pen shaped "eraser" which rub the stiff lines you draw and make them look soft and gentle, achieving a good shade effect.
A tortillion is a hollow tube of tightly-rolled paper which can be used to blend charcoal, pastel or pencil drawings.
It is used in much the same way as a paper stump, but is slightly sharper at the tip and is therefore less suitable for blending large areas.
